The Department of Health and Human Services, specifically the Administration for Strategic Preparedness and Response (ASPR), is seeking information from private industry respondents for the planning, establishment, and lifecycle sustainment of a Hybrid Cloud Capability (HCC). The purpose of this request is to increase operational agility, innovation, and cost optimization in line with ASPR's Strategic Plan 2022-2026. The scope of the request includes labor, services, and supervision to plan, build, and sustain the new Hybrid Cloud Capability. ASPR is particularly interested in comments from respondents who are resellers of multiple cloud service providers. The timeframe for this acquisition is Fiscal Year 2023.

The work to be acquired includes establishing a new Hybrid Cloud Capability comprised of at least three brand-specific hosting environments: Microsoft Azure, Amazon GovCloud, and Oracle Cloud. The goal is to establish interconnections among these environments and on-premises private cloud. Additionally, a cloud readiness assessment will be conducted to assess existing information systems applications, hosting, and data for decommissioning or migration. Cloud consultation services will be required for solution design and architecture, while migration services will be needed to migrate applications and data to the new Hybrid Cloud Capability.

The period of performance for this contract is one 12-month base period with four 12-month option periods. The place of performance is primarily remote at the contractor's facility or through telework, but periodic in-person meetings are expected at ASPR Headquarters in Washington, D.C. Personnel security clearances will be required for contractor personnel, with most needing Tier 2 Moderate Risk Public Trust clearance. However, a limited number may require Tier 4 High Risk Public Trust Clearance after the Hybrid Cloud Capability is fully operational.
