Description

The Department of Health and Human Services (HHS), through the General Services Administration (GSA), is conducting market research to modernize and expand the Office of Head Start's Training and Technical Assistance (TTA) Hub. The TTA Hub is a centralized reporting and data system designed to support Head Start programs across the United States by providing tailored training and technical assistance. The overarching goal of this initiative is to improve data integration, reporting, analytics, interoperability, and continuous quality improvement within the TTA ecosystem.

The work being requested involves a comprehensive suite of services including agile software development, DevSecOps practices, user experience design, artificial intelligence integration, data analytics, and system integration. Vendors are expected to address various challenges such as integrating disparate systems controlled by different stakeholders within the Office of Head Start (OHS) while ensuring compliance with federal security standards. This will involve enhancing data consistency and establishing shared data standards to facilitate seamless interoperability across all relevant systems.

Additionally, vendors are tasked with implementing Continuous Integration/Continuous Delivery (CI/CD) processes across staging and production environments using modern tools for automated testing and deployment. Ensuring that all deliverables meet accessibility requirements under Section 508 is another critical aspect of this project. Moreover, vendors must develop strategies for effective stakeholder engagement to incorporate feedback into system design and feature development while ensuring personalized solutions for diverse user groups.

The contractor will also be responsible for managing transitions in and out of projects effectively while maintaining continuity of services. This includes knowledge transfer through comprehensive documentation and stakeholder coordination. Key personnel proposed by vendors should have qualifications in areas such as program management, technical leadership, UX/UI design, engineering, data science, user research, content design among others. The successful execution of these tasks will enable OHS TTA leaders to provide real-time oversight and quality assurance for the 12 TTA contracts supporting regional offices.
