HHS ACF - Nationally Representative Head Start Data - MRAS

The Department of Health and Human Services (HHS), through the Administration for Children and Families (ACF), is seeking to enhance its understanding of capabilities in conducting large-scale, nationally representative research. This initiative is part of a broader effort to support data collections and related research activities for Head Start programs across the nation. The General Services Administration (GSA) is facilitating this market research to identify innovative methodologies that can effectively gather, analyze, and disseminate data regarding Head Start children, families, staff, centers, and programs.

The primary goal of this solicitation is to support ACF in collecting comprehensive data that reflects various aspects of Head Start programs. These include children's learning and development, family health and well-being, classroom quality, instructional practices, teacher characteristics, family engagement, as well as cultural and linguistic experiences in Native communities. By gathering this data on a national scale, ACF aims to track changes over time in program quality and effectiveness while assessing the impact of program investments on children and families.

In particular, ACF is interested in innovative approaches that ensure high response rates and leverage modern weighting techniques for accurate estimations. The focus will also be on methodologies that allow comparisons with past data collections to track changes over time. Furthermore, there is an emphasis on increasing the accessibility and timeliness of the data by modernizing analysis processes for both research-oriented audiences as well as non-research stakeholders.

To achieve these objectives while minimizing participant burden, ACF seeks methods that maximize linkage with existing data sources using advanced technologies. Additionally, there is a need for strategies that address emerging administrative priorities without duplicating existing information from other sources. This comprehensive approach will not only advance the mission of ACF but also foster continuous improvement in Head Start programs by developing new ideas based on scientifically valid research.
