HHS ACF - Head Start in State Systems - MRAS

The Department of Health and Human Services (HHS), through the General Services Administration (GSA), is conducting market research to support its Administration for Children and Families (ACF) Office of Early Childhood Development. This initiative aims to enhance the financing strategies for early care and education programs, particularly focusing on Head Start within state systems. The overarching goal is to generate evidence that informs effective program administration, training, technical assistance efforts, and future research endeavors.

The scope of work requires a contractor who will be responsible for generating and disseminating research or evaluation findings that build upon data collected under a prior contract. The focus will be on understanding how Head Start programs navigate multiple funding streams and identifying strategies to align these with state funding contexts.
