The Department of Health & Human Services, Administration for Children and Families, is seeking data analytics consultants to support the Office of Refugee Resettlement (ORR) Unaccompanied Children (UC) Program. The consultants will be responsible for developing outcome measures and system process measures to assess child safety, well-being, and timely family reunification outcomes. They will analyze raw data and records to identify trends and inform strategies for program planning and decision-making. The consultants will also collaborate with stakeholders to enhance existing dashboards and data sources.

The scope of the ORR UC Program work includes the care and placement of unaccompanied children apprehended by federal agencies. ORR places these children in the least restrictive setting that is in their best interest, considering factors such as their unique situation and child welfare principles. The program aims to improve the knowledge and skills of professionals working with unaccompanied children.

The contract will have a base period from June 1, 2024, to May 31, 2025, with four option periods. The work will primarily be performed at the contractor's worksite and ORR Headquarters in Washington DC. Key personnel positions include a Project Manager and a Performance Data Analytics Strategist, who will lead the data analysis and strategy development efforts.
