The Department of Health & Human Services, Administration for Children and Families, is seeking data analytics consultants to support the Office of Refugee Resettlement's Unaccompanied Children (UC) Program. The consultants will develop outcome measures and analyze data to inform strategies for improving child safety, well-being, and timely family reunification outcomes. They will work closely with UC Program leadership to identify performance measures, analyze raw data, collaborate with stakeholders, and enhance existing data systems.

The scope of the UC Program includes providing care and custody for unaccompanied children apprehended by federal agencies. The program aims to place children in the least restrictive setting that is in their best interest, considering factors such as safety and potential flight risk. The program provides comprehensive services such as acculturation and adaptation, case management, education, counseling, medical and mental health care, and legal services.

The contract will have a base period from June 1, 2024, to May 31, 2025, with four option periods. The work will be performed at the contractor's worksite and ORR Headquarters in Washington DC. Key personnel positions include a Project Manager and a Performance Data Analytics Strategist who will lead the data analysis and strategy development efforts.

Overall, this opportunity aims to improve the UC Program's data-driven decision-making processes and enhance outcomes for unaccompanied children in ORR custody.
