Description

The Department of Health and Human Services (HHS), through the General Services Administration (GSA), is conducting market research to support the Administration for Children and Families (ACF). The focus of this initiative is on the Adolescent Pregnancy Prevention Performance Measures Management System (APP PMMS) and providing data support for APP grant recipients. The overall goal of this effort is to enhance the management and evaluation of adolescent pregnancy prevention programs, ensuring that they are effectively reducing rates of teenage pregnancies through evidence-based strategies.

The work being requested involves developing, implementing, and maintaining a unified, cloud-based management information system (MIS) that supports separate government programs such as PREP (Personal Responsibility Education Program) and SRAE (Sexual Risk Avoidance Education). This system must be housed within a single contract structure to streamline operations. Additionally, it requires obtaining and maintaining a Federal Authority to Operate (ATO) for handling Controlled Unclassified Information (CUI), with solutions hosted in a FedRAMP-certified cloud environment like AWS GovCloud. The contractor will also be expected to transition to a Zero Trust Architecture as mandated by Executive Order 14028.

An essential component of this project is providing comprehensive training and technical assistance to a diverse group of non-technical end-users, including grant recipients. This includes establishing a virtual help desk for ongoing support. The contractor will also conduct data analysis, create visualizations, generate reports for various audiences including federal leadership and manage projects requiring active engagement with multiple stakeholders from project kickoff through completion. Navigating the Office of Management and Budget clearance process for federal data collection activities will also be necessary.
