Synopsis:

NASA/NSSC has a requirement for HEMSI AED MISSION AND TRANSPORTS.

NASA/NSSC intends to issue a sole source contract to HH HEALTH SYSTEM EMERGENCY MEDICAL SERVICES LLC: 101 SIVLEY RD SW; HUNTSVILLE, AL 35801-4421 under the authority of FAR 13.106-1(b)(1)(i). It has been determined that HH HEALTH SYSTEM EMERGENCY MEDICAL SERVICES LLC is the sole provider of HEMSI AED MISSION AND TRANSPORTS.

NASA/NSSC will be the procuring center for this effort. Performance will be located at NASA/ Marshall Space Flight Center (MSFC).

The Government intends to acquire commercial items and services using the provisions, clauses and procedures prescribed in FAR Part 12 and FAR Part 13.

The NAICS Code for this procurement is 621910.

Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact no later than 2:15 p.m. Central Standard Time on 7/29/2025. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.

Background
NASA/NSSC has a requirement for HEMSI AED MISSION AND TRANSPORTS. NASA/NSSC intends to issue a sole source contract to HH HEALTH SYSTEM – EMERGENCY MEDICAL SERVICES LLC, which has been determined to be the sole provider of these services. The procurement will be managed by NASA's Marshall Space Flight Center (MSFC), which aims to implement an Automated External Defibrillator (AED) program in compliance with NASA Procedural Requirement (NPR) 1800.1. This ensures that all Centers have an AED program and that first responders can respond within four minutes.

Work Details
The contractor will support the AED program and Emergency Medical Services at MSFC, which includes:
1. Providing a certified Paramedic to administer and maintain the AED program consisting of approximately 200 AEDs, serving as the AED Coordinator.

2. Maintaining AEDs according to manufacturer’s instructions, ensuring they are clean and operational, addressing deficiencies promptly.

3. Managing inventory of equipment and supplies, restocking reusable items, and inspecting supplies for damage or expiration.

4. Coordinating and publicizing AED/CPR training programs, maintaining records of trained responders and their certifications, conducting proficiency drills, and preparing annual evaluations of the program.

5. Managing Emergency Medical Response Services on-site at MSFC, ensuring ambulances are compliant with regulations and stocked appropriately.

6. Providing ambulance stand-by during Center-sponsored activities and special events, including public functions like employee picnics and 5k runs.

7. Conducting post-incident activities as per MPR 1810.2, including documentation and debriefing sessions after incidents involving AED use.

8. Offering First Aid, CPR/AED, BLS, and ACLS certification classes as required by MSFC's Occupational Health Officer.

9. Developing monthly safety topics for center meetings and participating in health outreach programs.

Period of Performance
The Period of Performance is from November 1, 2024, through October 31, 2025, with options to extend.

Place of Performance
The contract will be performed at NASA's Marshall Space Flight Center (MSFC) in Huntsville, Alabama.
