Hemlock Woolly Adelgid (HWA) Treatment

Background
The contract is issued by the agency responsible for managing the Allegheny National Forest, with the goal of protecting Eastern hemlock trees from Hemlock Woolly Adelgid (HWA) infestation. The treatment will take place in various locations within Elk, Forest, McKean, and Warren Counties, Pennsylvania, specifically in developed recreation sites, administrative sites, and conservation areas.

Work Details
The Contractor shall provide insecticide treatment services to protect hemlock trees from HWA. This includes:

1. Furnishing all labor, materials, equipment, insecticide, transportation, and supervision necessary for treatments.

2. Utilizing approved application methods such as soil injection, soil drench, soil tablets, basal bark sprays, or stem injections.

3. Performing work on varying terrain conditions from gentle to steep slopes. Specific treatment locations, tree diameters, quantities, and application methods will be detailed in individual task orders.

Period of Performance
The total ordering period and maximum contract duration shall not exceed five (5) years.

Place of Performance
The contract will be performed in Elk, Forest, McKean, and Warren Counties in Pennsylvania.

Bidder Requirements
This opportunity is a Small Business Set Aside - Total (SBA). Bidders must demonstrate a solid understanding of approved HWA treatment methods and utilize qualified personnel including at least one certified Pennsylvania pesticide applicator on-site during all application activities. Key personnel must have experience in pesticide application and forest pest management. Résumés for key personnel positions must be included in the quotation.
