OFFICIAL POSTING OF AMENDMENT 4: Amendment 4 removes Alternate 1 of the clause at FAR 52.215-1 from the contract document because it was mistakenly included. The original version of the clause at FAR 52.215-1 remains in the model contract. The Government may award without discussions unless discussions are necessary, as stated in Paragraph 1.5 of Section M of the solicitation.

Offerors who have submitted proposals have been notified via courtesy email and shall acknowledge the amendment by responding to the email by 12:00PM Pacific Time on 15 July 2024. If the email is not received, please email the PCO and Contract specialist to acknowledge receipt of the amendment prior to the specified date and time.

The Government will not accept questions from offerors at this time. Due to system limitations, this announcement is not posted to the Solicitation Module of PIEE. The proposal due date remains unchanged. No proposal revisions or new proposals will be accepted by the Government at this time.

Amendment 8: Posting CRM with answers to industry questions. Amendment 7: Official posting of AMENDMENT 3 which updates the proposal submission deadline to 29 April 2024 and updates Section L, Attachment L1, Attachment L3, Attachment L6, Section M, and Section I and L clauses. Please refer to the READ ME files for complete summary of changes. In accordance with Section L Paragraphs 2.4.1 and 2.4.2, the Government will accept questions regarding the solicitation and/or notifications of errors and omissions for 72 hours after amendment release. The Government may choose not to receive questions after this time. Amendment 6: Response Date Updated to NET 19 April 2024 Amendment 5: The Government is tracking the issues associated with Attachments L1, L3, and L6. The Government is working on revising the documents and will provide an update soon, to include a proposal submission date No Earlier Than (NET) 19 April 2024 to give industry enough time to incorporate the changes into their proposals. The Government will also respond to questions received since the issuance of Amendment 2. As a note: The PIEE system generates a new amendment number every time an update is posted to the site. The Government is considering these amendment numbers generated by PIEE to be administrative, and the amendment numbers identified on the SF30 to be the official amendment numbers of record (i.e., the next official amendment, mentioned above will be Amendment 3, as will be denoted on the forthcoming SF30). Provides CRM in response to questions received IAW with Section L paras 2.4.1 and 2.4.2.Description: The purpose of this announcement is to request competitive proposals from sources capable of meeting the needs of the Hemisphere Indefinite Delivery/Indefinite Quantity (IDIQ) requirement. The Hemisphere IDIQ will provide Advisory and Assistance Services for the Space System Command (SSC) Space Domain Awareness and Combat Power (SDACP) and Battle Management Command, Control, and Communications (BMC3) Program Executive Offices under a Multiple Award IDIQ contract. The purpose of this notice is to solicit proposals for entry into the IDIQ awardee pool. Evaluation Criteria: The Government will be evaluating the Offerors technical execution in providing security support and cleared employees with requisite skillsets, the Offerors quality assurance and transition/start-up approaches, the Offeror?s cost to provide advisory and assistance services, and the Offerors ability to meet the Governments small business goals. Submissions will be evaluated in accordance with Sections L and M of the Request for Proposal (RFP). Submission Details: Interested Offerors/Vendors will be required to submit responses to the corresponding announcement in the Procurement Integrated Enterprise Environment (PIEE) Solicitation Module, in accordance with the instructions in Section L. The Government will not accept submissions through other electronic transmission (including transmission by electronic e-mail), nor will hard copies of proposals be accepted (hand delivered or traditional mail). It is the Offeror?s responsibility to be fully knowledgeable and capable regarding PIEE. The Government will not assist Offerors in transmitting proposals within PIEE. Background
The purpose of this announcement is to request competitive proposals for the Hemisphere Indefinite Delivery/Indefinite Quantity (IDIQ) requirement. The Hemisphere IDIQ will provide Advisory and Assistance Services for the Space System Command (SSC) Space Domain Awareness and Combat Power (SDACP) and Battle Management Command, Control, and Communications (BMC3) Program Executive Offices under a Multiple Award IDIQ contract.

Work Details
The Contractor shall provide a range of services including but not limited to: analysis and recommendation of pertinent information, coordination with internal and external audiences, product support and logistics, contracting support, test and operations advisory, intelligence development, facilities operation and maintenance, launch advisement, digital acquisition and engineering support. The Contractor shall also comply with specific requirements such as Inherently Governmental Functions, Physical Location, Badges and Access to Controlled Areas, Training, Identification, Supplies and Equipment, Non-Disclosure Agreements, Data Rights, Quality Assurance, Government Furnished Equipment/Property, Travel, Work Hours, Deliverables.

Period of Performance
The contract will cover activities executed by SSC/SZ-BC at various CONUS locations. The duration of all trips will be 3-5 days or as directed. The normal work hours for contractor employees shall be scheduled in conjunction with the duty hours of SSC when on-site performance is required.

The work will be performed at various locations including Albuquerque, NM; Chantilly, VA; Colorado Springs, CO; Dayton, OH; Destin, FL; El Segundo, CA; Las Vegas, NV; Reston, VA; Vandenberg, CA; Washington DC/National Capitol Region.
