Background
The Defense Logistics Agency (DLA) is issuing Solicitation SPRRA224R0069 to provide Subject Matter Expert (SME) engineering services under the Lockheed Martin Captain of Industries (COI) Supplier Capability Contract. This effort supports the U.S. Army Aviation and Missile Life Cycle Management Command (AMCOM) for the Joint-Air-to-Ground Missile (JAGM) and HELLFIRE weapon systems.

The contract is necessary as DLA does not own the technical data package for these systems, which are held by Lockheed Martin Corporation. The solicitation is being procured in accordance with 10 U.S.C. 3204(a)(1), indicating that only one responsible source can fulfill the agency's requirements.

Work Details
The contractor shall provide technical expertise and informal training for the maintenance and support of the HELLFIRE and JAGM missile test/repair, troubleshooting, and METS (or equivalent) ESS GS testing. Specific tasks include:
- Conducting on-site support to lead travel to Chambersburg, PA up to three times yearly.
- Conducting Integrated Product Support Teams (IPT) meeting travel to Chambersburg, PA up to four times yearly.
- Ensuring that services provided do not duplicate tasks performed under other ongoing contracts.

The Performance Work Statement (PWS) includes sections on general requirements, definitions and acronyms, government-furnished equipment/material/property, specific requirements, transition timelines, safety protocols, security measures, and attachments/exhibits.

Period of Performance
The contract will have a one-year base period followed by two optional one-year periods. The base year will commence from the date of award and extend for 365 days. Option Period 1 will begin after the base year ends and extend for another 365 days. Option Period 2 will follow similarly.

Place of Performance
The primary place of performance will be at Chambersburg, Pennsylvania.
