Helicopter Maintenance for Aircraft Operating in Tennessee, Kentucky, and Missouri   3

Background
The United States Department of Agriculture (USDA), Animal Plant Health Inspection Service (APHIS), Wildlife Services (WS) program is seeking to establish a contract for helicopter inspection, maintenance, and repair services for their Bell 206 and Hughes/MD369 series aircraft operating throughout Tennessee, Kentucky, and Missouri.

The goal of this contract is to ensure the operational readiness and safety of these aircraft, which are essential for the USDA's mission to protect U.S. agricultural and natural resources by resolving wildlife conflicts.

Work Details
The contractor will be responsible for inspections, maintenance, repairs, and installation of specialized mission equipment on rotary wing aircraft including Bell 206 and Hughes/MD 369 series.

Specific tasks include: conducting 100-hour, 300-hour, and yearly inspections; performing required Conditional Inspections; maintaining compliance with applicable Federal Aviation regulations; providing technically competent personnel; utilizing a quality control system; conducting emergency repairs; ensuring accessibility of aircraft to WS personnel; maintaining necessary tools and equipment; and adhering to the Department of Labor Service Contract Act.

The contractor must also provide special tools and common hand tools required for work under this contract.

Period of Performance
The contract will consist of five ordering periods, each lasting twelve (12) months, starting from January 15, 2025, through January 14, 2030.

Place of Performance
The primary place of performance is Paducah, KY, but the contractor's maintenance facility location may vary as long as it meets the requirements for centrality based on projected ferry/operating costs.
