Helicopter Maintenance for Aircraft Operating in Louisiana, Mississippi, and Arkansas   3

Background
The United States Department of Agriculture (USDA), Animal Plant Health Inspection Service (APHIS), Wildlife Services (WS) program is seeking to establish a contract for helicopter inspection, maintenance, and repair services for their Bell 206 and Hughes/MD369 series aircraft operating throughout Louisiana, Mississippi, and Arkansas.

This contract aims to ensure the operational readiness and safety of these aircraft, which are crucial for the USDA's mission to protect U.S. agricultural and natural resources by resolving wildlife conflicts.

Work Details
The contractor will be responsible for the inspections, maintenance, repairs, and installation of specialized mission equipment on rotary wing aircraft including Bell 206 Series (TH-67 and TH-57) and Hughes/MD 369 series (OH-6 and MD 500/530).

The scope includes:
- Conducting requisite 100-hour, 300-hour, and yearly inspections;
- Performing Conditional Inspections;
- Executing necessary repairs based on actual flight hours;
- Ensuring compliance with Federal Aviation Regulations and Manufacturer’s Maintenance Instructions;
- Providing technically competent personnel;
- Maintaining appropriate facilities and equipment;
- Managing emergency repairs;
- Utilizing government-furnished maintenance tracking software.

The contractor must also ensure that all work complies with applicable regulations and standards.

Period of Performance
The contract will consist of five ordering periods, each lasting twelve months, starting from September 25, 2025, to September 24, 2030.

Place of Performance
The primary place of performance is Yazoo City, MS, but the contractor's maintenance facility location may vary as long as it is centrally located relative to aircraft operations in Arkansas, Mississippi, and Louisiana.
