Helicopter Hoist Training

Background: The U.S. Coast Guard (USCG), Office of Aviation Forces (CG-711) is requesting training support services for Helicopter Hoist Operator Training. The goal of the contract is to provide USCG personnel with initial Helicopter Hoist Operator Training using instructor-led training in both the classroom and controlled synthetic environments using both a MH-60T/MH-65D/E Hoist Procedural Tower (HPT) and MH-60T/MH-65D/E Virtual Hoist SAR Simulation Training.

Details: The Contractor shall provide an instructor-led initial Helicopter Hoist Operator Training course to successfully train USCG enlisted aircrew members to perform the duties of a Flight Mechanic (FM) serving as a Hoist Operator for each type of USCG helicopter. The course shall include classroom instruction on safety, aviation physiology considerations, pre-flight and post-flight duties, aircraft equipment, rescue hoist operation, rescue devices, hoist emergency procedures, hoist brief, rescue checklists, hoist evolutions, standard USCG terminology, rescue swimmer equipment and procedures, crew resource management (CRM), and more.

The course shall also include simulated hoists through virtual hoist simulation and live hoisting from a Hoist Procedural Tower (HPT). The HPT must replicate the cabin dimensions and control layout of the MH-60T/MH-65D/E helicopters and have a minimum proven reliability rate of 95%. The virtual hoist simulator must accurately represent the cabin dimensions and control layout of the MH-60T/MH-65D/E helicopters and provide various environmental conditions for training.

Period of Performance: The period of performance for this contract is from September 29, 2023 to October 19, 2023.

Place of Performance: The training will be performed at the Contractor's facility.
