The Naval Air Systems Command (NAVAIR), Specialized and Proven Aircraft Program (PMA-226), Contracted Air Services (CAS), MCAS Cherry Point, NC 28533, is sponsoring an unclassified Commercial Air Services Pre-Solicitation Conference on 12-13 February 2019. The purpose of the event is to provide industry an understanding of the content of the draft RFP with a focus on Sections L&M, discuss program requirements and to provide a final opportunity for open industry feedback prior to the final RFP release. One-on-ones will be offered to companies intending to propose as prime contractors, provided the below registration form is completed and returned by 7 February 2019. One-on-one's will be limited to 45 minutes per company.

The Government intends to procure CAS for a wide variety of airborne threat simulations in order to train shipboard and aircraft squadron weapon systems operators and aircrew on how to counter potential enemy Electronic Warfare (EW) and Electronic Attack (EA) operations in today's Electronic Combat (EC) environment. This support is to be provided in a variety of venues, from basic "schoolhouse" Air Intercept Control (AIC) training; Test and Evaluation (T&E) of new platforms and systems; to large multinational exercises or small, single unit training exercises, including target/banner tow missions. The contractor owned and operated aircraft will support the United States Navy (USN) Fleet and RDT&E customers. Other customers for CAS under this contract may include other DOD agencies and services, non-DOD Government agencies and Foreign Military Sales (FMS) customers. Performance locations include multiple continental United States (CONUS) sites and foreign and remote operating bases outside the continental United States (OCONUS).

The Government anticipates a single award, Firm Fixed Price Indefinite Delivery Indefinite Quantity type contract, on a full and open competition basis. The planned period of performance and ordering period is 4 years, 364 days. The North American Industry Classification System (NAICS) Code utilized for this acquisition is 481219. The Product Service Code (PSC) is V121.

The final RFP is expected for release in the late 2nd quarter of FY19 with an anticipated award during the 1st quarter of FY20. Please note this is an estimated posting time, and it is the responsibility of the interested parties to monitor the Federal Business Opportunity website/FedBizOpps for all subsequent postings. All draft documents are posted with this announcement.

All sessions will be held at Fleet Area Control and Surveillance Facility (FACSFAC) Virginia Capes (VACAPES) Auditorium 601 Oceana Blvd., Virginia Beach, VA 23460. A general session will be held on 12 February 2019 from 1:00 PM - 5:00 PM. Contractor check-in will be between 12:30 PM and 1:00 PM on 12 February 2019. One-on-one sessions will also be available upon request. These sessions will be scheduled by the Government between 8:00 AM - 2:00 PM on 13 February 2019 depending upon the number of requests received. The Government requests that Offerors respond to the enclosed questions during the one-on-one session.

Registration will be conducted in advance for the general session and for a requested one-on-one session. Attendees shall complete the included registration form to attend. This is a no-fee event and seating is limited to three attendees per company. Send attendance information by 12:00 PM on 7 February 2019 to Charles Fields via e-mail to charles.r.fields2@navy.mil. Please cc: Wendy McGrath at wendy.mcgrath@navy.mil. An e-mail confirmation will be sent upon receipt. Late registration and "walk-in" requests will not be permitted. Attendees must present a CURRENT photo ID (driver's license, military ID, company ID or passport) matching the attendee information to gain entry into the event. Attendees are encouraged to arrive early to permit sufficient time for check-in.

This announcement is not a contract, request for proposal, a promise to contract, or a commitment of any kind on the part of the Government. NAVAIR will not assume liability for costs incurred by an attendee or for travel expenses or marketing efforts; therefore, attendee cost in response to this notice is not considered an allowable direct charge to the Government.
