Heavy Lift 9 - Commercial Line Haul and Personnel Transportation throughout CENTCOM - Amendment 0006   7

Background
The U.S. Army Contracting Command Rock Island (ACC-RI) requests proposals for Heavy Lift Nine (HL9) to provide line haul, heavy lift, and personnel transportation services throughout the U.S. Central Command (CENTCOM) area of responsibility in support of the 1st Theater Sustainment Command. Services will be performed in accordance with the Performance Work Statement, including all personnel, equipment, tools, materials, supervision, and non-personal services necessary to meet mission requirements.
The contract establishes indefinite-delivery/indefinite-quantity multiple award task order contracts with firm-fixed-price terms and a maximum ceiling of $248,081,000.

Work Details
Perform commercial line haul, heavy lift, and personnel transportation services within the CENTCOM AOR, including movement of equipment, cargo, and personnel.
Provision and safe operation of all vehicles and associated equipment.
Maintenance in accordance with the PWS, contract, host nation, and U.S. laws.
Operation by trained, qualified, and properly licensed operators.
Load securement per Army standards.
Recovery of disabled equipment and cargo.
Repair or replacement of disabled equipment.
Provision of bus assets, material handling equipment, and security assets as required.
Establishment of supervision, quality control, and safety programs.
Compliance with pre-deployment, badging, and driver training requirements.
Delivery of contractor manpower reports and contract data requirement submissions.

Period of Performance
July 1, 2023 through December 31, 2026, comprising three one-year evaluated ordering periods and an additional six-month evaluated ordering period.
Ordering Period One: award through 364 days; Ordering Period Two: 365 through 729 days; Ordering Period Three: 730 through 1,095 days; Additional six-month period: 1,096 through 1,276 days.
Full operational transition within 90 days of award.

Place of Performance
CENTCOM area of responsibility, including Kuwait, Iraq, Task Areas North (TAN), and Jordan.
Any other nations within the CENTCOM theater of operations/Arabian Peninsula as designated by the U.S. Government.

Bidder Requirements
Unrestricted, full and open competition.
Offerors must register and submit payment requests via WAWF, have a designated electronic business point of contact, and be registered to use digital signatures from a Common Access Card.
Must comply with all U.S. and host nation laws, including labor, licensing, and insurance requirements.
Submit a written Mission-Essential Contractor Services Plan addressing continuity during crises, including staffing, resource acquisition, training, alert procedures, and communication.
Operators must be trained, qualified, and licensed per host nation and Army standards.
Meet all pre-deployment requirements in accordance with the PWS.
Maintain capability to provide transport security when government or local security is unavailable.
