Description

This notice is issued by Norfolk Naval Shipyard (NNSY) for the sole purpose of conducting Market Research in accordance with Federal Acquisition Regulation (FAR) Part 10, for an Apprenticeship program. This effort is to seek out qualified sources capable of providing services required by the attached Statement of Work (SOW)/Performance Work Statement (PWS). All interested parties are encouraged to respond.

The anticipated North American Industry Classification System (NAICS) code is 333994 Industrial Process Furnace and Oven Manufacturing. The Government anticipates issuing a Firm Fixed Price (FFP) contract for the required services.

The Government is interested in receiving responses from all qualified sources capable of providing the services. Large and small companies that have experience with this service are encouraged to respond to this notice by 22 June 2026 at 08:00 AM EST. This notice is for informational and planning purposes only and is not to be construed as a commitment by the U.S. Government, nor will the U.S. Government pay for information solicited. The Government will not return any information submitted, nor will the Government compensate any company who responds to this Notice. Proprietary information submitted will be protected, when so designated. The following key information is requested:

1. Company name, address, telephone number, CAGE code, DUNS number, point of contact (name, phone number, and e-mail). If your company is a small business, please identify the socioeconomic status.

2. Explanation of the company's ability to perform 100% of the efforts required. This statement shall not reiterate or duplicate the language set forth in this notice or language from the attached DRAFTED SOW. Your CAPABILITIES STATEMENT shall demonstrate your company's ability to perform these critical tasks in their entirety.

Background
This notice is issued by Norfolk Naval Shipyard (NNSY) for the purpose of conducting Market Research. The goal is to seek out qualified sources capable of providing services required by the attached Statement of Work (SOW)/Performance Work Statement (PWS). The Government anticipates issuing a Firm Fixed Price (FFP) contract for the required services.

Work Details
The contractor shall provide all labor, materials, tooling, and supervision to manufacture, deliver, and install Heat Shielding on the ITS Car Bottom Furnace. This is necessary to protect parts from excessive heat when opening the doors of the furnace at temperature. The heat shielding shall include but is not limited to the following major components:
- Door mast heat shield
- Lift seal cylinder heat shield
- Cart drive heat shield
- Cart power reel heat shield

Heat Shielding Specifications:
1. Door Mast: Constructed from insulated stainless steel designed to protect components associated with the door mast including:
- Door lift cylinder
- Door safety lock-out cylinders
- Bearings at the top of the door mast
- Grease lines to the bearings
2. Cart Bottom Seal: Individual insulated stainless steel heat shields shall be installed to protect the cylinders that raise the cart seal.
3. Cart: An insulated stainless steel heat shield will be supplied to protect both the cart drive and power cord reel.

Place of Performance
The work will be performed on-site at Norfolk Naval Shipyard.

Bidder Requirements
Bidders must demonstrate their ability to perform 100% of the efforts required as outlined in their capabilities statement. Compliance with Federal and State OSHA requirements is mandatory for employees or representatives present on property under Norfolk Naval Shipyard cognizance.
