Request for Proposal (RFP)/Solicitation to provide non-personal healthcare housekeeping services (Types I thru VI) and related services in support of Irwin Army Community Hospital (IACH), Fort Riley, Kansas in support of multiple Medical Treatment Facilities in the Health Service Area of IACH, Fort Riley, Kansas. Services shall include all personnel, training, labor, equipment, tools supplies, management, administration and services, except as may be expressly set forth as government furnished, and otherwise do all things necessary to perform and provide the work efforts described in the RFP.
The North American Industry Classification System code for this solicitation is 561720. The small business size standard is $19,500,000.00.
This requirement is bein solicited as a small business set-aside under other than full and open competition in accordance with Federal Acquisition Regulation Subpart 6.204(a).
This requirement is performance based and will be awarded using Performance Price Trade-off evaluation criteria, under which an Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract will be awarded with the issuance of Firm-Fixed Priced (FFP) Task Orders. An IDIQ contract is the optimal contract type for this effort as an exact quanity and/or appropriate categorization of services (Types I thru VI, etc.) cannot be determined on an MTF-specific, individual room basis at the time of contract award. The resultant FFP task orders ussued against the IDIQ will clearly describe IACH MTF-specific healthcare housekeeping requirements and services to be performed and provide for prices that will not be subject to any adjustment on the basis of the contractor's cost experience in performing this contract. All services shall be FFP and subject to the Service Contract Labor Standards (41 U.S.C. 351). This solicitation and subsequent contract will include contract line item numbers (CLINs) with a 5-year ordering period. The anticipated IDIQ contract will obligate the government to the minimum guarantee of $1,500.00 for the post award conference. The entire amount of the minimum guarantee will be obligated against fiscal year (FY) 20 funds. Further obligations will be charged to the FY in which the order is placed. Healthcare housekeeping services are required for 60 months starting 1 July 2020 through 31 May 2025.
All elements of the RFP shall be submitted by the Offeror with a proposal no later than the date/time shown in block 8 of the Standard Form (SF) 1449, Solicitation/Contract Order for Commercial Items. The square feet (SF) for cleaning of each MTF is varied; however, the estimate SF for IACH MTFs is 551,357 SF.

Prospective offerors are advised that the pre-proposal conference will be held solely for the purpose of discussing the requirements of this solicitation. The pre-proposal conference will convene at 8:00 am on Wednesday, 15 JANUARY 2019 at Irwin Army Community Hospital (specific location information is below). The pre-proposal conference duration is anticipated from 8:00 am to 12:00 pm and will consists of briefings from the Contract Specialist, followed by site visits. The site visit's duration is anticipated from 1:00 pm to 5:00 pm, 15 JANUARY 2020, and from 8:00 am to 5:00 pm, 16 JANUARY 2020. Interested contractors shall provide the following information on the "Registration Listing" spreadsheet (attached to this notice) for representatives attending (limit 2 representative per contractor) the pre-proposal conference and site visit: Names(s), company name, email address, phone number, business size standard, and event (site visit, pre-proposal conference, or both). Interested parties must register with Ms. Juanita Garza by email at juanita.i.garza2.civ@mail.mil not later than 4:00 pm Central Standard Time, 8 JANUARY 2020. Prospective offerors are encouraged to attend both the pre-proposal conference and site visits. The site visits involve extensive walking through multiple buildings, and participants are advised to wear appropriate clothing and closed-toe shoes to be safe and comfortable. Please indicate any special needs to Ms. Juanita Garza when requesting registration to ensure proper accommodations may be arranged. It is recommended to download the solicitation with exhibits and attachments prior to attending the pre-proposal conference. Please submit questions regarding this solicitation in writing not later than 17 JANUARY 2020 to Ms. Juanita Garza at juanita.i.garza2.civ@mail.mil. In order to obtain a visitor's pass to IACH, you MUST present your Driver's License, Rental Agreement, and Insurance at the Fort Riley Visitor Control Center. Upon receipt of your visitor's pass, attendees must meet at the Information Desk at the entrance of IACH (instructions below) no later than 7:45 am, on Wednesday, 15 JANUARY 2020 for registration and to be escorted to the conference room by a Government Representative. The pre-proposal conference will convene in a conference room at IACH at 8:00am, on Wednesday, 15 JANUARY 2020.
