Health Plan Innovative Support (HPIS)

The Health Plan Innovative Support (HPIS) program supports the development and implementation of upcoming TRICARE Managed Care Support Contracts (MCSCs) (future contract referenced as T-5) and TRICARE Pharmacy contract (future contract referenced as TPharm5), as well as support for other programs in the TRICARE portfolio. One or more Blanket Purchase Agreements (BPAs) will be awarded. The Government will place orders for Task 1 and Task 2 immediately under fair opportunity to the BPA awardees. The Task 1 Vendor will provide ongoing subject matter expertise to inject industry best practices into the design of TRICARE programs and support the creation of incentives that motivate the contractors, providers and beneficiaries toward high quality care. The Task 1 Vendor shall assist the program offices with the communication of key concepts and program changes. If required, the Task 1 Vendor may provide cogent technical expertise during source selection to support the selection of suppliers and, during contract execution, anticipate and develop risk mitigation strategies along with the Government. The Task 1 Vendor shall assist with analysis of deliverables from contractor performance to improve DHA contract oversight.
