Health Insurance Services for our Locally Employed Staff.

Background
The Embassy Kampala is seeking to issue a 12-month 'bridge' contract on a sole source basis to Jubilee Insurance Company of Uganda Limited for the provision of mandatory Health Insurance Services for their Locally Employed Staff. This decision is based on an urgent and compelling need to guarantee continued health insurance coverage while a competitive effort is issued. The current Health Insurance contract ends within 60 days, and the government has decided not to exercise the first option under the current contract, opting instead to issue a competitive solicitation in FY24. However, to ensure continuity of the service, there is an urgent and compelling need to make an immediate award for this critical coverage.

Work Details
The procurement will provide mandatory Health Insurance Services for the Locally Employed Staff of Embassy Kampala. The justification for other than full and open competition is based on Unusual and Compelling Urgency. Jubilee Insurance Company of Uganda Limited has been chosen as the contractor due to their demonstrated experience and capacity to provide insurance coverage, as well as being one of only two companies who can meet the current requirements. The agency is reviewing and updating their requirements while considering the availability of qualified competitors given their most recent competitive effort in an attempt to secure as much competition as possible to fulfill their minimum requirements.

The period of performance for the contract will be 12 months.

The geographic location for the performance of the contract is Kampala, Uganda.
