Description

The Embassy of the United States in Bosnia and Herzegovina is seeking to acquire health insurance services for its Locally Employed Staff (LES) and their eligible dependents.

Performance Period:

  • Base year with four one-year option periods, if exercised by the Government.

Submission of Quotations:

  • All responsible sources may submit a proposal, which will be considered.
  • The Government may award the contract based on the initial offer without discussion.
  • The resultant contract will be a fixed price with economic price adjustment requirements type contract.

Pre-Solicitation Conference:

  • The Government is planning a pre-solicitation conference. The date for this conference is provided in the solicitation and invitation letter.

Registration Requirements:

  • All contractors must be registered in the SAM (System for Award Management) Database (https://www.sam.gov) prior to submitting an offer pursuant to FAR provision 52.204-7. Prospective offerors are encouraged to register prior to the submittal of quotations/proposals.

Tax Compliance:

  • This opportunity is subject to 52.229-12 - Tax on Certain Foreign Procurements (FEB 2021).

Background
The Embassy of the United States in Bosnia and Herzegovina is seeking to acquire health insurance services for its Locally Employed Staff (LES) and their eligible dependents. The goal of this contract is to provide comprehensive health insurance coverage that meets the minimum benefit levels required by the U.S. Government.

Work Details
The Contractor shall provide Health Insurance services to employees of the United States of America in Bosnia and Herzegovina and their eligible dependents as described in Section C. The insurance must cover various health service benefits including:

1. Hospitalization (100% Coverage) for inpatient care, including all necessary services and supplies;
2. Emergency Services (100% Coverage) for urgent medical conditions;
3. Ambulance services (minimum 80% Coverage);
4. Outpatient Services (minimum 80% Coverage), including annual physicals, specialist consultations, and minor surgical interventions;
5. Obstetric and Newborn Care (Inpatient: 100% Coverage; Outpatient: minimum 80% Coverage);
6. Pediatric Services (Inpatient: 100% Coverage; Outpatient: minimum 80% Coverage);
7. Prescription Drugs (Inpatient: 100% Coverage; Outpatient: minimum 80% Coverage);
8. Preventive and Wellness Services (minimum 80% Coverage).

Additionally, the Contractor must ensure that all services are performed according to the Performance Work Statement with a standard of no more than one customer complaint per month.
