Please see attached solicitation and attachments. Please carefully pay attention to the instructions provided in Section III - Summary of Instructions and make sure to submit a complete proposal. The deadline to submit questions is December 18, 2024 by NTE 14hrs Central European Time. Late questions will not be considered. A solicitation amendment with all questions and answers will be provided as attachment to this posting.

Background
The United States Government (USG) requires Health Insurance for its Locally Employed Staff (LES) and their dependents at the U.S. Embassy in Georgetown, Guyana. The goal of this contract is to provide comprehensive health insurance services as outlined in the Statement of Work. This contract is a fixed-price type with economic price adjustment requirements, under which annual firm, fixed-price task orders will be issued. The maximum value during the entire life of this contract is $2,000,000.00.

Work Details
The contractor shall provide health insurance coverage for employees and their dependents, including but not limited to:
- Hospitalization services for inpatient care with 100% coverage.
- Emergency services for conditions that could lead to serious disability or death with 100% coverage.
- Ambulance services with a minimum of 80% coverage.
- Outpatient services including annual physicals, specialist consultations, minor surgical interventions, chemotherapy, immunizations, and diagnostic tests with a minimum of 80% coverage.
- Obstetric and newborn care with inpatient coverage at 100% and outpatient at a minimum of 80%.
- Pediatric services covering routine care for dependent children with similar coverage percentages.
- Prescription drugs prescribed by certified healthcare providers with inpatient coverage at 100% and outpatient at a minimum of 80%.
- Preventive and wellness services including counseling and chronic disease management with a minimum of 80% coverage.

The contractor is responsible for all planning, estimating, programming, project management, scheduling, supervision, and inspection of work required under this contract.

Period of Performance
The contract will commence on May 1, 2025, and will run through April 30, 2030. It includes multiple option years for continued health insurance services.
