Health Insurance Services for Locally Employed Staff - U.S. Embassy Bangui, Central African Republic

Please see attached solicitation document, cover letter and, attachments I to III.

Background
The U.S. Embassy in Bangui, Central African Republic, is seeking proposals for health insurance services for its locally employed staff and their eligible dependents. The goal of this contract is to provide comprehensive health insurance coverage that meets the needs of the staff while ensuring compliance with local laws and regulations. The contract will be awarded to the responsible company that submits an acceptable offer at the lowest price.

Work Details
The contractor shall provide health insurance services to locally employed staff of the United States Embassy in Bangui, Central African Republic, and their dependents. Key services include:

1. Hospitalization: Coverage for inpatient care including services provided by licensed healthcare providers, bed & board, operating room, recovery room, intensive care, imaging and diagnostic testing.

2. Emergency Services: 100% coverage for emergency conditions that could lead to serious disability or death.

3. Ambulance Services: Minimum coverage of 80% for professional ground transport to hospitals.

4. Outpatient Services: Minimum coverage of 80% for services provided on an ambulatory basis including annual physicals and specialist consultations.

5. Obstetric and Newborn Care: Coverage for prenatal care, labor and delivery (100% inpatient; 80% outpatient).

6. Pediatric Services: Coverage for routine care services for dependent children (100% inpatient; 80% outpatient).

7. Timely payment of benefits within 21 calendar days.

8. Monthly summary reports on claims processing and utilization statistics must be submitted by the 10th day of each month.

Period of Performance
The performance period of this contract is one year beginning on December 1, 2024, with four one-year options to renew through November 30, 2029.

The contract will be performed at the U.S. Embassy in Bangui, Central African Republic.
