06.06.2025 Offerors shall refer to Amendment 0002 - deadline for proposal submittal is hereby extended until no later than 13:00 hours Central European Time (C.E.T.) June 17, 2025.

05.20.2025 - Offerors shall refer to Amendment 0001 and updated attachments are hereto attached. New proposal deadline is no later than 13:00 hours June 06, 2025 and updated documentation are specified in Amendment 0001.

The Regional Procurement Support Office (RPSO) at the U.S. Consulate General in Frankfurt would like to invite your company to submit a proposal for Health Insurance for its Locally Employed Staff (LES) and their dependents at U.S. Mission Turkey.

The complete offer package shall be e-mailed to Ms. Alexandra Perez Acevedo PerezAcevedoA@state.gov, named on the subject Proposal 19GE5025R0041 no later than 13:00 hours Central European Time (CET) on June 06, 2025.

All documents shall be submitted in the Microsoft word or the Adobe pdf format and shall be named / numbered to appear in the e-mail(s) in the correct sequence. The one exception is I.1 Pricing, which shall be submitted as completed Microsoft Excel spreadsheet. The limit per e-mail is 50MB. Zipped files (.zip or .rar) are not permitted.

NOTE: No proposals will be accepted after the time specified above. Delay due internet connection issues/failure, delay on electronic correspondence transmission or processing will not be an acceptable excuse for late delivery of a proposal.

Submission shall be made electronically, i.e., by e-mail.

Please note:

  1. All communication and the award documents shall be in English.
  2. Please do NOT contact the Embassy directly regarding this project.
  3. Attachment I.1 Pricing of the solicitation contains the Microsoft Excel spreadsheet for pricing you need to complete / submit. The currency of this contract is Turkish Lira. Currency cannot be changed.
  4. Please submit your proposal in accordance with the instructions set forth in Section III of the solicitation. Including those attachments under section I required to be completed by the offeror
  5. An active SAM registration is a condition of award (See Section 2, FAR clause 52.212-4 (t)).
  6. Section V of the solicitation contains the representations and certifications you need to complete / submit.
    1. The Vendor Shall submit Form W-14 if applicable.

A virtual Pre-Proposal conference to discuss the terms and conditions of this solicitation and resulting contract and to explain the Instructions to Offerors for proposal submission will be held on April 30, 2025, at 11:00 Hours Central European Time (CET) via Webex.

Prior registration is required. Interested offerors shall register for the pre-proposal conference not later than 13:00 Hours Central European Time, April 29, 2025, with an email to PerezAcevedoA@state.gov.

The Contracting Officer reserves the right to reject any proposals that deviate significantly from the instructions in Section III and to waive any information or minor irregularities in proposals received. In addition, the Contracting Officer reserves the right to award the contract based upon initial offers received without holding discussions.

Background
The Regional Procurement Support Office (RPSO) at the U.S. Consulate General in Frankfurt is inviting proposals for Health Insurance for its Locally Employed Staff (LES) and their dependents at U.S. Mission Turkey.
