Background
The Department of Health and Human Services (HHS), Indian Health Service (IHS), Division of Acquisition Policy (DAP), intends to award a single, firm-fixed-price purchase order for commercial PhD-Level Health Economics Analysis Services. This effort will support the IHS Service Area Adequacy and Referral Network Accessibility Study, which aims to assess health services adequacy and improve referral network accessibility. The contract is being procured under the authority of Revolutionary Overhaul and is a total small business set-aside.

Work Details
The contractor shall provide comprehensive Health Economics Analysis Services, including:
- Economic study design, demand characterization, cost taxonomy development, comparative cost analysis, PRC scenario economics, break-even modeling, budget-constrained prioritization, sensitivity analysis.
- Deliverables include a kickoff work plan, demand characterization memorandum, draft and final economic decision support packages, monthly status reports, and technical assistance.
- The contractor will utilize government-furnished data to develop service-specific economic models that compare direct care expansion with Purchased/Referred Care (PRC) reliance across various geographic units.
- The contractor must ensure all deliverables are provided within the agreed schedule while maintaining privacy and security of sensitive information.

Period of Performance
The period of performance includes a Base Year and four Option Years plus a potential six-month extension.

The Department of Health and Human Services (HHS), Indian Health Service (IHS), Division of Acquisition Policy (DAP), on behalf of IHS OPHS/DPS, intends to award a single, firm-fixed-price (FFP) purchase order for commercial PhD-Level Health Economics Analysis Services.

This effort will be procured under the authority of RFO Part 12 and competed as a total small business set-aside. The associated NAICS code is 541690 (Other Scientific and Technical Consulting Services) with a small business size standard of $19M.
