Amendment 0001: The purpose of this amendment is to extend the response date to July 11, 2024 and to answer the following submitted question:

Question #1: In Section 2k of the Statement of work, it states that Blanks for unused holes on the cold stages shall be included . Can you state what holes these are?

NIST Response: In some cases, a vendor may have many holes (slots, millouts, etc.) in a cold stages as a standard feature to enable providing a wide variety of different modular configurations (i.e., measurement configurations) depending on the particular customer. In that case, if some holes are not populated for the configuration required in this solicitation, then the vendor shall provide blanks (heat shields) to cover the unused holes and prevent thermal radiation transfer between stages.

Background
This acquisition is requested in support of projects in the Atom Scale Device Group/Nanoscale Device Characterization Division’s (NDCD) program to develop hybrid quantum systems that leverage advanced nanoelectronics and engineered photonics. Specifically, silicon quantum dot (QD) test devices must be measured with low noise in the small voltage and small current regime. The quantum levels used for hosting quantum information are spaced by a very small amount of energy, requiring a very electrically quiet environment and cold (~10 mK) temperatures, such that these other sources of energy have minimal capacity to corrupt the quantum information.

Line Item 0001: Description: Cryogen-free, dilution refrigerator Quantity: 1

The Contractor shall provide a cryogen-free, dilution refrigerator for hybrid electronic and photonics quantum development. This refrigerator shall be a closed-cycle measurement cryostat capable cooling and measuring samples at <10 mK with a cooling power at least 400 uW at 100 mK is required. The cryostat shall have (48) low frequency measurement lines (twisted pair), (9) power supply and control lines, and (8) high frequency lines with SMA connectors and be equipped with a 5 Tesla, 150 mm bore magnet system. General: 120/240/480 VAC 60 Hz US standard power required for system operation. Compressor shall be water cooled and configured for connecting with US National Pipe Thread fittings, or equivalent adapter fittings for connection to NPT. All normal operating functions and monitoring shall be able to be initiated and stopped by computer control. Some engineering controls, e.g., dump tank valve control, overpressure bypasses, etc. are excepted when their nature provides a protective value and is not part of normal processes. The system shall have automated controls for cooling down and warming up, including all valve operations during the introduction, condensation, circulation, collection and safing of the 3He/4He. Control software compatible with Windows 10 shall be provided for all standard functions (cooling from RT, cooling from 4K, collecting at base to return to 4K, collecting at base and warming, each of the prior with magnet, routine monitoring and logging), etc. and utilize temperature monitoring for initiating the condense phase. All computer control and monitoring functions, including thermometry and supplementary heating and magnet controls, shall be remotely controlled through a Win10 computer provided by the USG connected to the system by intranet or USB. The mixing chamber temperature as configured according to these specifications shall be <10 mK.
