Background
The Defense Threat Reduction Agency (DTRA) aims to enable the Department of Defense and the U.S. Government to prepare for and combat weapons of mass destruction and improvised threats, ensuring nuclear deterrence.

The Mentor-Protégé Program (MPP) seeks to engage industries to expand the industrial base supporting DTRA's mission.

Work Details
The contract involves soliciting white papers for mentor-protégé agreements that enhance protégés' capabilities to support DTRA's mission against weapons of mass destruction and improvised threat networks.

Mentors will be reimbursed for allowable mentoring expenses, receive small business subcontracting credit, or a combination of both. Eligible protégés include:
- Small disadvantaged businesses
- Organizations hiring the severely handicapped
- Women-owned small businesses
- Service-disabled veteran-owned small businesses
- HUBZone businesses
- Indian-owned small businesses
- Native Hawaiian organization-owned small businesses
- Non-traditional contractors.

The program encourages developmental assistance with a strong technical component or innovative technology focus.

Period of Performance
The total period of performance for any proposal cannot exceed two years (24 months), consisting of a 12-month base period with up to one 12-month option period.
