Background
The Department of Veterans Affairs, through the Network Contracting Office (NCO) 21, is issuing this solicitation for Emergency Residential Services under the Homeless Veterans Comprehensive Housing Program (HCHV).

The goal of this contract is to provide temporary shelter and support services to homeless veterans in Fresno, CA, aligning with the agency's mission to serve and care for veterans in need.

Work Details
The contractor will be responsible for providing emergency residential services for homeless veterans, specifically offering 6 beds per day on a per diem basis.

The contract includes the following tasks:
- Provide 6 beds per day for homeless veterans, totaling approximately 2,190 bed days annually across five ordering periods.
- Ensure compliance with the Performance Work Statement (PWS) which outlines specific requirements and standards for service delivery.
- Maintain facilities that can accommodate both male and female veterans, ensuring a safe and supportive environment.
- Staff facilities 24/7 to provide continuous support and care.
- Submit invoices as per the guidelines provided in the solicitation.

Period of Performance
The period of performance for this Indefinite Delivery Indefinite Quantity (IDIQ) contract spans from October 1, 2024, to September 30, 2029, divided into five ordering periods:
1. Ordering Period One: October 1, 2024 - September 30, 2025
2. Ordering Period Two: October 1, 2025 - September 30, 2026
3. Ordering Period Three: October 1, 2026 - September 30, 2027
4. Ordering Period Four: October 1, 2027 - September 30, 2028
5. Ordering Period Five: October 1, 2028 - September 30, 2029

The services will be performed in Fresno, California.
