Background
The VA Portland Health Care System Department (VAPORHCS) is seeking contractors to provide services as part of its community-based Health Care for Homeless Veterans (HCHV) program.

Work Details

- Targeting assistance towards Veterans who are homeless, particularly those with co-occurring mental health issues or substance use disorders, as well as those recently experiencing homelessness.
- Providing a low-barrier therapeutic environment that supports medical rehabilitation without requiring detoxification or acute treatment services.
- Maintaining a facility located within 15 miles of the VA Portland Medical Center that can accommodate housing, medical stabilization, and psychosocial support for homeless Veterans.
- Creating a rehabilitative milieu that fosters independence in daily living activities without personal assistance from staff.
