Amendment 1: Added clarifying language to Section J Page 1 specifying that Technical Data Package for MSS+ and Block 8.1 will be provided through DOD Safe upon request. Background
The United States Coast Guard (USCG) HC-130J Long Range Surveillance (LRS) Acquisition Program Management Office (PMO), COMDT (CG-9311) has an approved Program of Record of 22 HC-130J aircraft. Each aircraft is procured from Lockheed Martin Aeronautics (LMA) as a baseline C-130J and missionized with the USCG developed Minotaur Mission System Suite (MSS+) and the communications architecture C-130J Block Upgrade (BU) 8.1.
Missionization converts baseline C-130J aircraft into the USCG HC-130J configuration with the MSS+ package. This work requires the installation and testing of components as depicted in the MSS+ Technical Data Package (TDP) as well as incorporating Engineering Change Proposals (ECPs), and Time Compliance Technical Order (TCTO). Following missionization, a C-130J is designated HC-130J. BU 8.1 is the C-130J aircraft configuration change required to maintain access to global airspace, enhance aircraft navigational accuracy and aircrew situational awareness, increase aircraft effectiveness, and reduce systems and parts obsolescence.
This effort requires the modification of two (2) baseline C-130J aircraft with MSS+ and BU 8.1 and four (4) aircraft with MSS+. This effort will include the installation of MSS+ and BU 8.1 on C-130Js.

Work Details
The work includes the installation and testing of components as depicted in the MSS+ Technical Data Package (TDP), incorporating Engineering Change Proposals (ECPs), Time Compliance Technical Order (TCTO), Government Acceptance Tests, ground and flight tests to verify the installation, connectivity, and performance of the MSS+ and BU 8.1 on the aircraft.
