The Government intends to replace the aged process air heater and associated remote control panel, liquid rheostat, transformer, and switchgear with a modernized system capable of meeting operational demands. The Government also intends to modify the building where the existing equipment resides to accommodate space and access requirements.

The existing process air heater, liquid rheostat system, transformer, and switchgear are over 60 years old and pose significant safety risks, including arc flash hazards. The heater leaks cooling water internally and does not reach the required temperature output. Several elements within the 13-element bundles are not functioning.
