The U.S. Department of Agriculture (USDA), Food Safety and Inspection Service (FSIS), is seeking qualified contractors to provide comprehensive hazardous waste management and emergency response services in support of FSIS laboratory operations. These services include, but are not limited to: the transportation, treatment, storage and disposal of hazardous and non-hazardous waste; analytical sampling and testing; emergency response to chemical spills; and onsite training for FSIS personnel.

The government intends to establish one or more Firm-Fixed Price Blanket Purchase Agreements (BPAs) for a base period of five (5) consecutive years, to support FSIS laboratories and facilities nationwide.

This acquisition is being conducted in accordance with FAR Parts 12 and 13 (Commercial and Simplified Acquisition Procedures).

Background
The U.S. Department of Agriculture (USDA), specifically the Food Safety and Inspection Service (FSIS), is responsible for ensuring the safety, wholesomeness, and proper labeling of the nation's commercial supply of meat, poultry, and egg products.

This contract aims to establish one or more Firm-Fixed Price Blanket Purchase Agreements (BPAs) for hazardous waste management and emergency response services to support FSIS laboratory operations across the nation. The goal is to procure comprehensive services that include transportation, treatment, storage, disposal of hazardous and non-hazardous waste, analytical sampling and testing, emergency response to chemical spills, and onsite training for FSIS personnel.

Work Details
The contractor will provide the following services:
1. Hazardous waste transportation;
2. Sampling and analytical services;
3. Off-site treatment, storage, and disposal of hazardous waste;
4. Annual Resource Conservation and Recovery Act (RCRA) refresher training;
5. DOT shipping & packaging training;
6. Emergency response for chemical spills.

The contractor must ensure compliance with all applicable federal, state, and local laws regarding hazardous waste management. The work will be performed at various FSIS laboratories including the Mid-Western Lab located in Normandy, MO and the Eastern Lab in Athens, GA.

Period of Performance
The period of performance for this contract is five consecutive years from July 25, 2025 to July 24, 2030.

Place of Performance
Services will be performed at multiple locations including: Mid-Western Laboratory at 7654 Natural Bridge Road, Normandy MO 63121 and Eastern Laboratory at 950 College Station Rd., Athens GA 30605.
