The United States Army Contracting Command Aberdeen Proving Ground (ACC-APG), Installation & Technology Division, Facilities Branch, is issuing this Sources Sought Notice to conduct market research and identify qualified Small Business concerns capable of supporting hazardous waste (HW) operations at U.S. Army Garrison Aberdeen Proving Ground (APG), Maryland. These services directly support the Directorate of Public Works (DPW).
The Government anticipates awarding a five-year Firm Fixed-Price Indefinite Delivery/Indefinite Quantity (IDIQ) contract, with an additional six-month option period. The applicable NAICS code is 562112 Hazardous Waste Collection, and the Product Service Code (PSC) is F107 Environmental Systems Protection: Toxic and Hazardous Substance Analysis.
The Government seeks to identify small businesses with the capability, experience, and resources necessary to perform hazardous waste operations at APG. The APG HW Program is responsible for tracking, collecting, storing, and disposing of installation-generated hazardous waste. To support this mission, DPW-Environmental Division (DPW-ED) manages two hazardous waste receiving and storage facilities where waste is accepted, consolidated, and stored prior to off-site shipment and disposal. Background
The United States Army Contracting Command – Aberdeen Proving Ground (ACC-APG), Installation & Technology Division, Facilities Branch, is conducting market research to identify qualified Small Business concerns capable of supporting hazardous waste operations at U.S. Army Garrison Aberdeen Proving Ground (APG), Maryland.

The services are intended to support the Directorate of Public Works (DPW) and involve a five-year Firm Fixed-Price Indefinite Delivery/Indefinite Quantity (IDIQ) contract with an additional six-month option period. The APG HW Program is responsible for tracking, collecting, storing, and disposing of installation-generated hazardous waste.

Work Details
The Contractor shall provide comprehensive support to the APG Hazardous Waste (HW) Program, which includes:
- Operation of hazardous waste storage facilities located in the E5800 block of the Edgewood Area and Building 5110 in the Aberdeen Area.
- Hazardous waste data entry, tracking, reporting, and cost-accounting support.
- Waste sampling and analysis services.

The Contractor will ensure safe and compliant receipt, handling, and storage of hazardous and industrial wastes in accordance with federal, state, and local regulations. Tasks include:
- Inspecting and operating hazardous waste storage facilities.
- Evaluating customer waste turn-in requests and special project needs.
- Handling, weighing, segregating, storing, marking, labeling, inspecting, packaging, pouring, and tracking hazardous wastes.
- Providing required sampling and analytical services.

Period of Performance
The contract will be performed over a five-year period with an additional six-month option period.
