Background
The Naval Surface Warfare Center (NSWC) Crane Division is issuing this solicitation for hazardous waste disposal services to ensure compliance with environmental regulations and the safety of the workforce and surrounding communities.

The NSWC Crane Environmental Protection Branch oversees compliance with various environmental requirements set forth by the United States Environmental Protection Agency (USEPA), Indiana Department of Environmental Management (IDEM), and other relevant authorities. The contract aims to support the management, collection, transportation, and disposal of hazardous waste generated at NSA Crane, Indiana, which encompasses a large industrial area.

Work Details
The contractor will provide all necessary labor, supplies, equipment, transportation, supervision, and management for the following tasks:
1. **Hazardous Waste Disposal**: Collection, transport, and disposal of hazardous waste including non-regulated waste, special wastes (excluding explosive hazardous waste), chemical refuse, and recycling of universal waste items. Duties include management, collection, analyses, identification, labeling, transportation, pumping, tank cleaning, disposal, and incidental related work as per SOW section 3.3.

2. **Containers**: Provide containers and storage bins for collection and disposal of hazardous waste in accordance with SOW section 3.3.4.1.

3. **Tank or Pit Evaluation**: Evaluate tank or pit sites to determine mitigation levels and equipment needed for cleanup as per SOW section 3.3.6.

4. **Indoor/Outdoor Shooting Range Services**: Remove and dispose of designated materials at shooting ranges according to SOW section 3.3.5.

5. **Technical Data Requirements**: Fulfill technical data requirements for CLINs 0001 through 0004 as outlined in SOW section 5.0.

6. **Quality Control**: Develop a Quality Control Plan to ensure compliance with standards outlined in the Quality Assurance Surveillance Plan (QASP).

7. **Environmental Safety**: Implement an Environmental Safety and Occupational Health (ESOH) plan during performance.

Period of Performance
The contract will be performed over a period starting from the issuance of task orders with a minimum order value of $10,000 and a maximum order value not exceeding specified limits until June 26, 2030.

Place of Performance
The work will be conducted at various locations on NSA Crane in Indiana.
