Combined Synopsis/Solicitation SP4500-25-R-0009 has been prepared in accordance with the procedures in FAR 12.603(c)(2)(i xvi). Work will consist of the removal, transportation, and disposal of government generated hazardous and non hazardous wastes located on military installations in and around Belgium/Netherlands.

(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

(ii) Solicitation SP4500-25-R-0009 is issued as a Request for Proposal (RFP).

(iii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2025-03 effective 1/17/2025.

(iv) This acquisition is being issued as a full and open competition on an unrestricted basis; the associated NAICS code is 562211.

(v) See Attachment 1 for a Description of the Requirement and PWS.

(vi) See Attachment 2 for the Price Schedule.

(vii) The contract is anticipated to have a 30- month base and 30- month option period.

(viii) The provision at FAR 52.212 1, Instructions to Offerors Commercial, applies to this acquisition. See Attachments- 20 Instructions to Offerors, and Attachment- 22 for the Past Performance Questionnaire.

(ix) The provision at 52.212 2, Evaluation Commercial Items, applies to this acquisition. See Attachment- 21 Evaluation.

(xv) Proposals are due by 6:00 PM (1800) Eastern Standard Time (EST) on March 11, 2025. Proposals shall be emailed to Two (2) EMAILS- Melissa.Herrick@dla.mil, and hazardouscontractseast@dla.mil. See Attachments- 20 Instructions to Offerors for proposal submission requirements.

Background
The contract is issued by the Defense Logistics Agency (DLA) for the removal, transportation, and disposal of government-generated hazardous and non-hazardous wastes located on military installations in and around Belgium and the Netherlands.

The goal of this contract is to ensure safe and compliant management of hazardous waste in accordance with applicable environmental laws and regulations.

Work Details
The contractor will be responsible for the following tasks:
1. Removal, transportation, and disposal of hazardous and non-hazardous wastes.
2. Management services related to hazardous waste, including receipt of waste, maintenance of logs, containerization, collection, transportation, weighing, segregation, inspection, packaging, labeling, recordkeeping, and transfer to Treatment, Storage, Disposal Facilities (TSDF).
3. Ensure compliance with environmental laws regarding labeling and storage of waste.
4. Maintain a Hazardous Waste Log available for emergency personnel for a minimum of five years post-closure.
5. Conduct weekly inspections of the Hazardous Waste Storage Area (HWSA) and maintain inspection logs for three years.
6. Ensure that all required warning signs are posted and that monitoring equipment is functional.
7. Document weight of waste staged for removal and provide necessary manifests at the time of removal.

Period of Performance
The contract is anticipated to have a base period of 30 months with an option period of an additional 30 months.

Place of Performance
The contract will be performed at military installations located in Belgium and the Netherlands.
