Hazardous Tree Removal at Richmond National Battle

Background
The National Park Service (NPS), a bureau of the U.S. Department of the Interior, is responsible for preserving the natural and cultural resources of national parks.

The Richmond National Battlefield Park (RICH) is a significant historical site that played a crucial role during the Civil War. The NPS has issued a requirement for hazardous tree removal and optional pruning services to maintain safety and preserve the park's integrity.

Work Details
The contractor will provide all labor, equipment, supplies, materials, machinery, incidentals, and supervision necessary for hazardous tree removal and stump grinding at Richmond National Battlefield Park. Specific tasks include:
1. Removal of identified hazard trees as per attached maps, with trees marked in blue to be removed and those marked in orange to be lowered but left on-site.
2. Stump grinding to a depth not exceeding 4 inches for designated stumps marked in purple on the maps.
3. Optional Activity 1: Pruning dead limbs 5 inches or greater over park roads, with targets identified in red on maps.
4. Optional Activity 2: Pruning dead limbs over trails, also identified in red on maps. All work must comply with local, state, and federal regulations.

Period of Performance
The contract will be performed from September 21, 2026, to February 26, 2027.

Place of Performance
Richmond National Battlefield Park, 3215 East Broad Street, Richmond, VA 23223.

Bidder Requirements
Bidders must meet the following requirements:
- Small Business Set Aside - Total (SBA).
- Contractors must provide proof of public liability insurance and business licenses upon award.
- A competent supervisor familiar with contract requirements must be present on-site during work.
