Hazardous Materials BPA

Background
The U.S. Army Mission and Installation Contracting Command (MICC) at Fort Benning is issuing a justification for a Blanket Purchase Agreement (BPA) with Lion's Club Industries (LCI) to procure Class III packaged products, which are hazardous materials.

This procurement is essential to support the Maneuver Center of Excellence's (MCoE) Program of Instruction. The BPA is required until a long-term solution is established with the Army Global Combat Support System (GCCS). The Garrison Commander has mandated the implementation of a Hazardous Material Control Program due to Environmental Protection Agency (EPA) reporting requirements and a presidential Executive Order aimed at reducing hazardous material usage by the Federal Government.

Work Details
The contract involves the procurement of Class III packaged products, which include lubricants, cleaners, spray paint, sealing compounds, and corrosion prevention compounds necessary for MCoE's operations.

The BPA will cover the following periods: Base Period from 10 July 2025 to 9 July 2026 valued at $249,666.00; Option Period 1 from 10 July 2026 to 9 July 2027 valued at $249,666.00; Option Period 2 from 10 July 2027 to 9 July 2028 valued at $249,666.00; totaling $749,000.00 over the entire contract duration.

Period of Performance
Base Period: 10 July 2025 to 9 July 2026; Option Period 1: 10 July 2026 to 9 July 2027; Option Period 2: 10 July 2027 to 9 July 2028.

Place of Performance
The products will be delivered and performed at the Centralized Hazmat Control Center (HAZMART) on Sand Hill, Fort Benning, GA.
