Background
The Defense Logistics Agency (DLA) is seeking to implement an enterprise-wide Hazardous Materials Management System (HMMS) to enhance hazardous material and waste regulatory capabilities for the Department of War (DoW) and other federal agencies.

The goal of this contract is to deliver, deploy, sustain, and enhance an internet-based software suite that will be utilized across various federal sites, ensuring compliance with international, federal, state, and local regulations.

Work Details
The contractor will be responsible for the following tasks:
1. **Software Delivery & Sustainment**: Install, configure, and maintain HMMS and associated commercial off-the-shelf (COTS) packages; deliver unencrypted HMMS source code for Information Assurance activities; provide regular upgrades, patches, and system integration services.
2. **Project & Configuration Management**: Conduct full project management including planning, scheduling, risk management, and reporting; manage configuration control and versioning processes according to DoW acquisition regulations.
3. **User Support & Training**: Provide Tier I-III helpdesk services; develop user training materials and courses for HMMS applications; host user training forums.
4. **Documentation & Reporting**: Produce System Architecture Documents, user manuals, supporting IA artifacts; provide on-demand compliance and performance reporting tools.
5. **Cybersecurity Compliance**: Ensure adherence to DLA Cybersecurity requirements; support ongoing vulnerability management and remediation efforts; assist in maintaining Authority to Operate (ATO).

The contract work will primarily take place at DLA facilities located in Philadelphia, PA.
