Background
The 413th Contracting Support Brigade, Regional Contracting Office-Hawaii is issuing a justification for Other than Full and Open Competition. The purpose of this action is to establish a Blanket Purchase Agreement (BPA) for wired Telecommunications Commercial Circuits service across multiple locations in Hawaii, following the previous BPA W912CN-20-A-0003. This contract aims to ensure uninterrupted telecommunication services critical for Army installations in Hawaii.

Work Details
The contractor shall provide recurring commercial telecommunication services, including: new installations, modifications, relocations, and termination of circuits and telephone lines on an as-needed basis for Army installations within the State of Hawaii. Key locations include Tripler Army Medical Center (Oahu), Pohakuloa Training Area (Hawaii), Bradshaw Army Airfield (Hawaii), Schofield Barracks (Oahu), and Wheeler Army Airfield (Oahu).

The contractor must ensure that services remain operational during power outages by utilizing battery-backed systems and generators. The requirement emphasizes the need for continuous circuit/phone line services with a 99.99% uptime requirement, particularly for emergency communications.

Period of Performance
Base: 26 June 2025 – 25 June 2026; Year 1: 26 June 2026 – 25 June 2027; Year 2: 26 June 2027 – 25 June 2028; Year 3: 26 June 2028 – 25 June 2029; Year 4: 26 June 2029 – 25 June 2030.

Place of Performance
The contract will be performed at various Army installations throughout the State of Hawaii, including Oahu and the Big Island.
