Background
The National Oceanic and Atmospheric Administration (NOAA) is seeking to undertake a Design-Build project for the Hawaiian Islands Humpback Whale National Marine Sanctuary located in Kihei, Hawaii.

The mission of the sanctuary is to protect humpback whales and their habitat through education, science, and resource protection. This project aims to renovate existing facilities and improve the site to meet current and future operational needs while reflecting local culture and promoting sustainability.

Work Details
The project involves integrated Design-Build services that include both Architectural/Engineering (A/E) and Construction Services.

Key tasks include extensive rehabilitation, improvements, and renovations of three existing buildings: the Visitor Center, Learning Center, and Classroom/Office Building. The renovations will enhance efficiency through thoughtful design and site planning while addressing environmental challenges such as sand migration, strong winds, flash flooding, and storm surge. The facility must achieve a minimum standard of Silver certification under the U.S. Green Building Council's LEED rating system, incorporating renewable energy technologies and ensuring long-term durability with lower operating costs. The Offeror will also be responsible for ensuring safety during construction and providing a high-quality work environment.

The construction projects will be performed at the Hawaiian Islands Humpback Whale National Marine Sanctuary campus located at 726 S. Kihei Rd, Kihei, HI 96753.
