Hawaii Utilities System Condition Assessment

The U.S. Army Corps of Engineers Huntsville Center is issuing this Request for Information (RFI), seeking interested contractors who have the skills to provide specialized Utility Program technical support to US Army Installation Management Command (IMCOM) G-4 Public Works Energy Division. Work is to be performed at the US Army Garrison, Hawaii. The effort is to provide US Army IMCOM G-4 with specialized technical assistance for a four (4) month contract period to support the fence-to-fence system inventories plus comprehensive System Condition Assessments (SCA) of seven (7) USAG Hawaii sub-installation potable water systems, resulting in a report that will provide the technical evaluation support necessary to effectively document system conditions, thus providing informative documentation for Army disposition decision making. Services to be provided are detailed inspections of all above-ground system components (tanks, booster stations, treatment facilities) and representative samples of below-ground condition of system components through potholing or performance measurement methods (pipe wall thickness, leak detection, flow/pressure testing, hydrostatic testing). To the maximum extent possible, existing condition assessment data will be used and incorporated into the SCA report. A literature search will also be conducted to obtain available information regarding the condition of the water systems. All effort will result in a condition code (1-5) assigned to each component or component segment (as appropriate).
