The Contractor shall provide all supervision, labor, equipment, and materials to removal and proper disposal of existing multi-pile/single-pile day beacons located in Hatteras Inlet IAW Scope of Work. All quotes must be submitted by NOON Eastern Time on Sep 18, 2024. All quotes must be submitted via email to Tami.N.Clark@uscg.mil. Ensure blocks 14 (Include UEI) through 20c and 30a, 30b and 30c of the SF 1442, and pricing are completed before emailing. Unit COR Patrick Tallant @ 252-473-1531 or Patrick.J.Tallant@uscg.mil. This procurement is 100% set-aside for Small Businesses using NAICS code of 488330. The small business standard is 47 mil. All eligible responsible sources may submit a quote which shall be considered by the United States Coast Guard, however those submitting quotes that do not have an active vendor record at SAM.gov or meet the size requirements prior to the RFQ due date and time will be considered either ineligible or non-responsive and will not be considered for award. The Government reserves the right to cancel this solicitation. The Government contemplates award of a Firm-Fixed Price contract resulting from this solicitation. *Site visits are not required for this action but strongly encouraged, contact the unit COR to request a site visit. Questions about this solicitation must be submitted in writing to the Contracting Specialist at the email address listed above, no later than NOON September 11, 2024. An amendment may be posted to clear up any ambiguities or answer all questions received at one time. No oral questions will be accepted

Background
The U.S. Coast Guard is issuing this contract to provide for the removal and proper disposal of existing multi-pile and single-pile day beacons located in Hatteras Inlet.

The mission of the Coast Guard includes maintaining navigational aids, and this contract aims to ensure the safe and effective operation of these aids by removing outdated or damaged structures.

Work Details
The Contractor shall provide all supervision, labor, equipment, parts, and materials necessary to demolish various aids to navigation at Hatteras Inlet.

The specific tasks include:
- Removal and proper disposal of existing multi-pile/single-pile daybeacons identified in the attached drawings.
- Extracting and removing piles in their entirety; if piles cannot be removed, they must be cut off two feet above the mudline.
- Coordination with the Aids to Navigation Team (ANT) at least two weeks prior to any work.
- Compliance with federal, state, and local laws and regulations, including availability of Material Safety Data Sheets upon request.
- Work must be performed during normal base work hours (7:00 am to 4:00 pm, Monday through Friday).
- The contractor is responsible for site safety, providing appropriate safety measures such as barricades and signs.
- Site restoration and cleanup are required post-demolition, ensuring the job site is returned to a clean state.

Period of Performance
The completion of work shall occur within 45 calendar days from acceptance of submittals. The contractor must begin work within 10 calendar days after receiving notification that the U.S. Coast Guard has approved submittals.
