Description

This is a Notice of Intent, not a request for proposal. The National Institute of Health, Clinical Center (NIH-CC) intends to negotiate on an other than full and open competition basis with Quadramed Corporation (doing business as Harris OnPoint).

The National Institute of Health's Clinical Center (Program) requires software maintenance and upgrades to its existing software and systems from Harris OnPoint.

The National Institute of Health's Clinical Center's Nursing Department (Program) licensed the AcuityPlus system through Harris OnPoint (also known as Quadramed) and has been utilizing it since 2008. The AcuityPlus software is an evidence-based methodology software the Clinical Center Nursing Department employs to assess the dynamic care needs and acuity of patients in both the inpatient and ambulatory settings based on clinical documentation. This data supports the efficient management, budgeting, and real-time deployment of nursing resources to support safe delivery of care based on patients' care needs. The Nursing Department relies heavily on this system for ensuring daily adequate coverage of nursing staff on the patient care units. This system will also support our patient care population and workload that will provide us the opportunity for improved productivity.

The Nursing Department licensed the AcuityPlus system through Harris OnPoint (formerly Quadramed) and has been utilizing it since 2008 to assist with planning and supporting staffing coverage for patient care and to promote efficient management of department budget. Program needs to continue using the same brand name software and upgrade/maintain this software. This upgrade is to improve the current AcuityPlus 9.0.19 system. It is the only system that allows the department to continually improved productivity and identify best practice opportunities by comparing acuity data with other organizations. The Nursing department has a business relationship and contract for Acuity Plus that supports troubleshooting and support this system. It is the only system that allows the department to practice improved productivity and identify best practice opportunities by comparing acuity data with other organizations. Quadramed Corporation (doing business as Harris On-Point) is the sole manufacturer and licenser of the Acuity Plus system and software.

Thus, Program must sole source to Quadramed Corporation.

Estimated project duration is ~2 months.

The statutory authority for this sole source requirement is 41 U.S.C. 1901 (a) (1) as implemented by FAR 13.106-1 only one responsible source and no other supply of service will satisfy agency requirements. All responses received by the closing date of this synopsis will be considered by the Government. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.

Background
The National Institutes of Health Clinical Center (NIH-CC) intends to negotiate a sole source contract with Quadramed Corporation, doing business as Harris OnPoint, for software maintenance and upgrades to its existing AcuityPlus system.

The AcuityPlus software has been utilized by the Nursing Department since 2008 to assess patient care needs and acuity, supporting efficient management and deployment of nursing resources. The upgrade is necessary to improve the current AcuityPlus 9.0.19 system, which is critical for productivity and best practice identification in patient care.

Work Details
The contract involves upgrading the AcuityPlus Productivity, Benchmarking, and Outcomes system to Software version 10.0.

Key deliverables include:
- Unidirectional interfaces to AcuityPlus:
- HL7 (ADT, orders, medication administration, documentation) interface with the electronic health record (EHR) - no changes required.
- Interface from NIH scheduling and time attendance solution to AcuityPlus for staffing data - no changes required.

Harris OnPoint will provide guidance and consultation for successful implementation, including training NIH staff on the updated system features. The project will also include ongoing optimization support and educational resources.
