Contract was not awarded competitively. The contract was awarded on a sole source basis under the statutory authority of 10 U.S.C. 2304 (c)(1), as implemented by Federal Acquisition Regulation (FAR) Subpart 6.302-1, only one responsible source and no other services will satisfy agency requirements. The Boeing Company is the sole designer, developer, manufacturer, and integrator of the Harpoon Weapon System and its related equipment. The Boeing Company alone has the technical data, experience, requisite knowledge, technical expertise, special skills, and facilities required to provide the supplies and services anticipated under this order. The Boeing Company is the sole owner of technical data for Harpoon and therefore is the only responsible source that can meet the Government's requirement.
