Harnessing Bosnia and Herzegovina Diaspora for Economic Development Activity   6

The United States Government represented by the Agency for International Development (USAID) anticipates issuance of an Request for Proposals (RFP) for technical assistance services to implement the five year USAID/BiH "Harnessing Bosnia and Herzegovina (BiH) Diaspora for Economic Development" activity. This procurement is classified as Total Small Business Set-aside in accordance with Part 19 of the Federal Acquisition Regulation (FAR).
The goal of the activity is to create new job opportunities for the citizens of BiH through increased diaspora investment. The activity will have the following objectives:
Objective 1: Leveraging diaspora input, into the development of an institutional policy framework for diaspora investment.
Objective 2: Expand diaspora direct investment by providing technical assistance and grants to eligible, early-stage SMEs and start-ups.
Objective 3: Develop a sustainable local platform to provide business services and facilitation to potential diaspora investors.
The draft Statement of Work (SOW) is released for informational purposes only, with the sole purpose of providing interested offerors the opportunity to familiarize themselves with the revisions to the SOW. No comments on the SOW will be taken at this time.

USAID will issue an RFP around August 16, 2016. Please do not consider this pre-solicitation announcement as an RFP and do not submit your proposals until the formal RFP is released. Award of this activity shall be made subject to the availability of funds.
This notice does not obligate USAID to release a solicitation or award a contract nor does it commit the Government to pay for costs incurred in the preparation and submission of a proposal. In addition, final award cannot be made until funds have been fully appropriated, allocated, and committed and internal USAID procedures have been completed. This notice satisfies the synopis requirement in FAR 5.203(a).
