Harlow Island Stage 1B

Background
The Harlow Island Habitat Restoration and Enhancement Project (HREP) is managed by the U.S. Army Corps of Engineers, St. Louis District, and aims to restore and enhance environmental habitats in Jefferson County, Missouri. This project was first proposed in 2013 under the Upper Mississippi River Restoration Program and has undergone various planning stages, including a feasibility report completed in 2017.

Work Details
The contractor will be responsible for the following tasks:
1. Construction of embankments and excavations as per project specifications.
2. Stripping operations to prepare the site for further work.
3. Coordination with Burlington Northern San Francisco (BNSF) Railroad to ensure safe access to the project site.

Specific tasks include:

a) Excavation of material in designated swale locations, ensuring suitability for use as fill elsewhere on the project;
b) Utilizing excavated materials to construct ridge habitat along existing sediment deflection berms;
c) Conducting weekly on-site coordination meetings with project representatives;
d) Developing a Work and Safety Plan within 15 business days post-award.

The current Harlow Island Stage 1B scope similarly calls for embankment/excavation work and stripping operations on federally owned land managed by the U.S. Fish and Wildlife Service, with coordination for project access involving BNSF Railroad. This suggests Stage 1B may be a continuation or closely related phase of the same Harlow Stage 1 construction activities.
