Harbor Tug Vessels for San Diego Bay and Surrounding Waters

Background
The solicitation is a Sources Sought Notice SS-24-106 issued by COMSC N103B on 11 July 2024. The purpose of the survey is to view the market for an option exercise. It is a request for information only and does not commit the government to pay any costs incurred in preparation of any submission to this sources sought notice or to contract for services.

Work Details
The contract involves the cost and availability of six (6) time-chartered tractor tugs for one 11-month period of performance in support of Navy Region Southwest, Metro San Diego Bases. The primary place of performance shall be in the geographical region of San Diego, CA and the surrounding navigable waters. The services may include towing, twisting, mooring, berthing, docking, streaming, shifting, assisting, pulling, and escorting various vessel types identified in attachments to the contract. Interested parties are required to furnish detailed information about their company history relative to similar requirements, name(s) of vessels with complete descriptions, vessel characteristics/specification sheet with pictures, USCG DCO or COI as applicable, availability, small business standing, and the date required for award of contract resulting from subsequent solicitation in order to deliver six (6) tugs by 01 September 2024.

Period of Performance
The period of performance for the proposed contract is an 11-month option period starting on 01 September 2024 and ending on 31 July 2025.

Place of Performance
The primary place of performance shall be in the geographical region of San Diego, CA and the surrounding navigable waters.
