773ESS - HAPSITE

The United States Air Force, 773d Enterprise Sourcing Squadron (ESS), Joint Base-San Antonoio (JBSA)-Lackland, TX is seeking all potential sources including all small business and large businesses capable of providing Original Equipment Manufacturer (OEM) certified personnel to perform maintenance and repair for Hazardous Air Pollutants on Site Extended Range (HAPSITE) Extended Range (ER) systems and provide 24/7 Telephone Reachback Support. 773 ESS is seeking a base year plus two one-year options for services outlined in the attached Draft Performance Work Statement (PWS). Firms responding shall specify that their services meet the specifications provided in the PWS and provide detailed company information to show clear technical capability.

All interested firms shall submit a response confirming that they are OEM certified to perform the requested services in accordance with the draft PWS to the Primary Point of Contact listed below. As stipulated in FAR 15.201, responses to this notice are not considered offers and cannot be accepted by the Government to form a binding contract. No solicitation currently exists; therefore, do not request a copy of the solicitation. The decision to solicit for a contract shall be solely within the Government's discretion.
NAICS Code assigned to this acquisition is 811219 (with a small business size standard of $20,500,000.00). SB firms responding should indicate their size in relation to this size standard, and indicate socio-economic status (SB, 8(a), SDVOSB, and Hubzone). Also, indicate if you are a manufacturer or provide the name and size of the manufacturer that you received your certification through. Respondents are further requested to indicate their status as a Foreign-owned/foreign-controlled firm and any contemplated use of foreign national employees on this effort. The government reserves the right to consider a small business set-aside based upon responses hereto for any subsequent action.
THERE IS NO SOLICITATION AT THIS TIME. THIS IS NOT A REQUEST FOR COST/PROPOSAL. This sources sought does not constitute a request for proposal; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred. Respondents will not be individually notified of the results of any government assessments. The Government's evaluation of the capability statements received will factor into whether any forthcoming solicitation will be conducted as a full and open competition or as a set-aside for small businesses, or any particular small business designation (e.g. SDVOSB, HUBZone, 8(a), etc.).
