I. Background

The U.S. Department of Health and Human Services (HHS) has a main Corporate Recruitment Program and Early Career Talent/Pathways Programs to lead, coordinate, and support enterprise-wide recruitment and hiring efforts. The Programs partner with all Office of Human Resources (OHR) offices and Operating Divisions (OpDivs) and Staffing Divisions (StaffDivs) to establish annual priorities and objectives. Below is a summary of a few of them:

  • Continue to build a proactive, digital approach to early career talent recruiting.
  • Host events, participate in career fairs, connect candidates to HHS career opportunities and internships, and follow up.
  • Post jobs and career opportunities to any of the 1,500 plus Handshake-affiliated institutions and enhance school partnerships.
  • Create a seamless candidate experience in hosting career fairs and engaging with early career talent and all eligible prospects.
  • Use data analytics to measure team's performance, event and campaign effectiveness, return on investment, and more.

II. Scope of Work

The scope of the HHS Special Programs Division (SPD) entails supporting enterprise-wide recruitment and hiring efforts, activities, and administrative requirements to fulfill the Department's strategic priorities and overall goals. To do this, the Office of Human Resources, Special Programs Division will contract and partner with Handshake to obtain Premium licenses for immediate digital platform access. The Office of Human Resources, Human Capital Directorate will contract and partner with Handshake to access Content & Community for establishing a streamlined digital presence for HHS with the domestic college population, young alumni, advanced degree candidates, and community college students.

III. Tasks

The following tasks shall be in direct effort in the furtherance of the objectives outlined in the SOW background above.

Tasks:

  1. Support OHR, Human Capital Directorate, SPD staff to recruit efficiently, boost recruiting bandwidth, and improve outcomes;
  2. Support effectively and timely HHS strategic recruiting and hiring goals, initiatives, and priorities with Handshake Premium Platform Subscription including management, analysis, and distribution of key information and data;
  3. Support the development and implementation of a comprehensive strategic communications plan, marketing, and recruitment effort to institutions and potential candidates using the HHS brand;
  4. Assist and support HHS premium license subscribers and users in SPD to support the Enterprise Recruitment Strategy, recruitment and hiring priorities broadly including Operating Divisions and Staffing Divisions; and
  5. Support SPD employees and customers with results driven leveraging of premium licenses and resources to engage with early career talent nationally and effectively market HHS as an employer of choice for all.

IV. Deliverables

Using Handshake digital platforms and resources to support SPD and team; extract/manipulate/formulate and populate information and data in various Excel workbooks/sheets and MS PowerPoint and Word presentations and documents as needed.

Deliverable includes data formatting, collections, and side-by-side comparisons related to national recruitment trends, benchmarking datasets, and key performance indicators.

Immediate and throughout the term of the contract. Often information requests are on short notice by the highest levels of HHS leadership.

Support and assist in filling mission-critical occupations, internships, fellowships, and the like in HHS; provide access to data/insightful reports to inform strategic recruitment and program priorities.

Market the HHS family of organizations and apply effective communications strategies to attract well qualified candidates and increase talent pipelines.

4.

Ensure HHS and Handshake partnership aligns with and supports the HHS Enterprise Recruitment Strategy, July 5, 2024. Increase the number of universities and organizations that can be reached for events and return on investments of those events.

Enhance a data driven early career talent engagement strategy; decrease time to hire; and track key milestones.

V. Government Furnished Material, Information, Equipment and Property

HHS will provide the contractor with all information, materials, and access relevant to develop and deliver the prescribed deliverables.

VI. Security

The contractor is responsible for completing any necessary or required security clearance.

VII. Travel

There is no travel required for this role.

VIII. Place of Performance

The work will be done off-site.

IX. Period of Performance

The period of performance will be for a base period of 12 months plus 3 optins years

X. Performance Measures

Performance measures will be based on the timely, successful completion of the tasks as outlined above. The HHS Special Programs Division Team will provide guidance, support, and oversight.
