Background
This Request for Proposal (RFP) is issued to establish a multiple award Firm-Fixed-Price Indefinite Delivery/Indefinite Quantity (ID/IQ) contract to provide facility, equipment, supervision, and personnel for handling and storage of government-owned materials, including operational rations.

Work Details
The contractor shall provide facilities, equipment, supervision, and personnel to receive, store by lot, account for, and ship government-owned products.

Tasks include receiving and shipping palletized loads in truckload quantities and partial loads in less than truckload quantities. The contractor must adhere to warehouse practices such as proper handling, stacking, storage techniques, contamination prevention, and ventilation requirements.

The contract's primary mission involves planning, programming, managing, and executing efficient receiving, storage, inventory management, stock control, stock selection, issue processing, shipping, and distribution of government-owned products worldwide.

Specific tasks include:
- Quality control plans for refrigerated products (C-5.1)
- Handling refrigerated products (C-5.2)
- Ambient storage requirements (C-5.3)
- Inventory management for both refrigerated and ambient products
- Integrated pest management for refrigerated products (5.2.2)
- Active radio frequency identification for refrigerated products (5.2.7)
- Transportation for ambient products (5.3.6)
- Reporting deliverables.
